    PHOENIX – Conclusive evidence of quagga mussels has recently been discovered at Canyon, Saguaro and Apache lakes, major recreational waters on the Tonto National Forest.     Ending nearly a 10-year decline, watercraft registrations in Arizona rebounded this year, bringing more people to the state's waterways and likely contributing to an increase in watercraft-related accidents.
